Inspired by a variety of things from the Star Wars universe, I'd like to pretend that Meinwen is a predecessor or successor of Padme / Queen Amidala, perhaps even a descendant of the children of Padme and her Jedi lover, Anakin. The makeup (barring cheek decorum) is meant to completely represent that which the queen of Naboo wore. Meinwen, being a Welsh name meaning "Fair one, blessed" is a good representation for the democratically elected queen who is charged to be just and right in her dealings.
The original characters and all things Star Wars are, of course, copyright LucasFilm. This is merely fan art, despite it's being available as prints and the like. The shape of the face is actually based on, but not identical to, Natalie Portman as she looked when she did The Professional. Her likeness is, obviously, copyright Natalie Portman (life).
